Simply place the balloon over the cylinder on the boat, blow into the small tail pipe to inflate the balloon, cover the tail pipe with your finger until you place the little boat in the water and watch as it uses air power to move forward.  It is one of those mesmerising type toys, that even Grandad will sit there for hours with - blow the ballon up, place the boat in the water, and off it goes, collect the boat, blow the balloon up... You know the drill...
